The SEI and the IEEE Computer Society select the winner of the IEEE Computer Society/SEI Watts S. Humphrey Software Process Achievement (SPA) Award. Since 1994, the SEI and the Institute of IEEE Computer Society have cosponsored the award, which recognizes outstanding achievements in improving an organization’s ability to create and evolve high-quality software-dependent systems. The 2018 winner was the United States Army Combat Capabilities Development Command Armaments Center (CCDC Armaments Center), Fire Control Systems & Technology Directorate (FCSTD).

The CCDC Armaments Center  FCSTD is primarily chartered to initiate and conduct engineering development, prototyping, production, sustainment engineering and product improvement for fire control systems and subsystems, both hardware and software, for assigned mission systems.

The FCSTD’s process improvement work has stimulated favorable changes in organizational culture, process maturity growth, efficiency, and the ability to continually improve and create better products and services. Progressive advancements in cost savings and efficiency, driven by use of tools such as queuing analysis, defect leak matrices and a Rayleigh curve model, enable the FCSTD to consistently deliver more new or improved functionality to customers in less time.
