Cost overruns in large-scale programs are common, with a $32 billion cost overrun growth in the DoD R&D portfolio for the past five years alone. Studies have implicated poor cost estimation, including early lifecycle estimates, as a contributor. QUELCE is a new approach to cost estimation that provides better estimates by producing more informed inputs to existing estimating processes and tools. It is a repeatable method that anticipates and documents risks and sources of uncertainty that may impact future cost.
