Abstract

Many government organizations are embarking on the development of enterprise-wide IT systems that will integrate and modernize a set of capabilities that even today are still being provided by a set of “siloed” legacy systems. The use of COTS business software and open standards should support better capabilities that can be integrated across the enterprise, while enhancing sustainability and reducing maintenance costs. Those who are contemplating, or even actively developing, such systems are grappling with a recurring set of issues that are independent of the system’s application domain. This presentation discusses five of these issues.
