Many software-intensive organizations lack the capability to analyze their own performance and processes, thereby challenging their ability to control projects, improve processes, evaluate new technologies, and track organizational performance. The Software Engineering Measurement and Analysis (SEMA) Initiative addresses these problems by developing and transitioning measurement and analysis practices to software engineering organizations.
